Most reporting conflicts are definition conflicts. We agree the definitions first (headcount, FTES, retention, completion, cost per student), encode them once in a star schema and an SSAS Tabular or Power BI semantic model, and build a small set of leadership dashboards on top. Research and the operational offices that own the business rules approve each definition. Existing reports are inventoried and rationalized, and externally reported datasets are frozen so they can be reproduced and audited.
